those who, having borne the burden of fighting and the
odium of raising funds wherewith to maintain the armies,
find the fruits of their labour annexed by his masterful
personality.
The latest act of the Military Government is the de-
position of the Civil Governor, Li Yao han, who is being
replaced by his own Chief of Staff.
It is as yet unknown to what developments, if any,
this step will lead.
